Mix the almond flour, cocoa powder and confectioners sugar by sifting. Then, repeat this step and put aside for later. Next, whip the egg whites with a mixer at medium speed until they form a foam. Add the cream of tartar to the bowl and continue to whisk. You can add one tablespoon of sugar to the mixture at a time, and then increase speed until you get hard peaks.
You will now slowly mix the dry mixture into the egg whites. Continue to fold the mixture until it becomes thin. It is important not to over-mix the mixture at this stage. Once the mixture is ready, transfer it into a pastry bag fitted with a tip to help you pipe 1.5 inch rounds on parchment paper. You can remove any bubbles by taping the baking sheets on the counter a few times. Bake them for 18-20 mins at 300F once they have set.
